Since Citric's sole purpose is to extract as much FPS as possible, it is ideal for users who prefer raw performance over the look of their game.
Comparing Citric with other popular optimization modpacks like Fabuolously Optimized and Simply Optimized is not particularly fair. This is because those modpacks improve the performance while also trying to keep the game visually pleasing. However, if we do talk about the raw performance, Citric outperforms all the popular ones.
Since Citric is solely based around performance, it does not come with additional features like Shader support (Iris) and other OptiFine stuff. If you do value that stuff, you might check out other fabulous modpacks by the community (pun intended).
